I can't say for sure whether or not that is 100% accurate, but Aaron is usually pretty dead on or he gets called out for it. My guess: either SEO companies are losing money (and paying their employees greater than 20k/year) or - and this is more likely - they are outsourcing a large portion of their work to India where you can get away with a salary of $10k or $15k.
